The program was held on August 7 in two districts Guldara and Kalakan and (Quchi, Zama, Aqa Saray, Ziarat Khaja, Deh Naw, Deh Dak, Deh Miana and Deh Araban) villages that include 47 people, 41 men and 6 women. The program was started by reading of Holy Quran by Mohammad Ekram. Participants and guests of the program were introduced to each other. Zahra Sepehr director of the organization delivered a speech to clarify the concept of community dialogue, also the meaning and concept of litigation was described. First the main problems of the villages and two districts presented by Jamila Azizi the manager of the project, then the problems were prioritized by participants that three of them selected as the main and basic problems. Participants made 3 groups according the problems and tried to find ways to solve the problems through group working and discussing. After that the group works described by each group’s representative. At the end of the program Ahmad Shafi Sula Mal governor of the Guldara district speak and was grateful for holding the program and he said he will help to solve the bulleted problems. The program has ended by Zahra Sepehr’s speech.

People become optimistic in this program about their problems that they can solve it by people and government’s cooperation.
Three main problems were selected:
First problem: Women, Youths and education
A: Lack of female school in Guldara district
Solution: Education means detection of natural talent. For advent and blurt of talents in our society we need normative school, intelligent teachers and primary facilities. Participants decide to build a female school by cooperation of Ministry of Education in Guldara district.

B: Lack of higher education for youths
Solution: complain for the governmental lands that deliver to the Ministry of Higher Education to build university for the youths of Kuh Daman, but they did not do anything yet.

C: Lack of particular place for women’s social activity.
Solution: Creating a particular place for women’s social activity by cooperation of governor of Gildara district and registration of an institute by leading of women in this district.

Second Problem: Health

A: Lack of hospital in Kalakan district
Solution: For solving this problem people of the district suggested to the Ministry of Public Health but the ministry did not do anything.

B: Lack of 24 hour health center and ambulance for transferring the patients.
Solution: Suggestion for solving these problems should send to the governor of the province.

Third Problem: Urban service, energy and water.
A: Lack of drinkable and agricultural water.
Solution: Protraction of Parvan stream to Kabul, that it will solve the problem of lack of water and electricity.

B: Lack of regular markets in districts
Solution: For solving this problem suggestion should send to the Ministry of Rural Development by governor.
