The program has conducted on August 14 from 3 districts ( Shahrak-e Etefaq, Shahrak-e Erfani, Sare Karez and Nanwayi Station) that included 43 people, 10 men and 33 women.  The program was started by reading of Holy Quran by Jafar Mohammadi. Participants and guests of the program were introduced to each other. Zahra Sepehr director of the organization delivered a speech to clarify the concept of community dialogue, also the meaning and concept of litigation was described. First the main problems of three districts presented by Jamila Azizi the manager of the project, then the problems were prioritized that three of them selected as the main and common problems of three districts. Participants made 3 groups according to the problems and tried to find ways to solve the problems through group working and discussing. After that the group works described by each group’s representative. At the end of the program Mr. Rahimi headship of 13^th Dis speak and was grateful for holding the program and he promised that he will help to solve the bulleted problems. The program has ended by Zahra Sepehr’s speech.

People became optimistic in this program about their problems that they can solve it by people and government’s cooperation.

Three main and common problems were selected:

First problem: City Services

A: Lack of garbage management

Solution: increasing of facilities and equipment for collecting the garbage through Municipality of Kabul and encouraging the people to collect the rubbish and avoid the environmental pollution.

 

B: Lack of drinkable water

Solution: avoiding from wasteful usage of underground waters, guide, manage and cleanse of used water.

C: Lack of electricity

Solution: Reinforcing the wind and solar power and creation of the power bases.

Second Problem: Health

A: Lack of Health Center in 13^th Dis.

Solution: For solving this problem people of the district suggested to the Ministry of Public Health but the ministry did not do anything yet.

 

B: Lack of Doctors and Medicines

Solution: Supervising of Ministry of Public Health on Private and Governmental Hospitals.

Third Problem: Education.

A: Lack of buildings in Shahrak-e Etefaq’s school

Solution: There are lands and space, Ministry of Education should have attention on construction of buildings.

 

B: Lack of security in schools, and job competency abusive.

Solution: Hire the security guards, accurate supervise on schools and the student’s complaints should be heard.
