Based on master plan of counterpart international project in 2016 DSAWCO could implement successfully its civic education program at Shakar Dara District, Seyab Quli Village, Masjed Haji Khail.
At the beginning 9 main subjects : 1-Brief History of Afghanistan, 2- Democracy, 3- Legislative power 4- Executive power 5- Judiciary power 6- Counter Trafficking in person, 7-Human Rights 8-Election, 9-Civic Society has been expressed.
Emphasizing of participants:
1- The basic concept of democracy is not yet in society
2- The people especially local people do not have much information about constitution of Afghanistan.
3- We are hopeful the corruption and problems which is in judicial system should be solves soon.
4- People do not agree with human rights as they do not know much about it.
5- If everyone has feeling and think themselves responsible the country would be built soon.

According to our project master plan and agenda, Community Dialogue has been held at Shakar Dara District, Seyab Quli Village, and Masjed Haji Khail. Participants discussed their main problems of their village.
Their main five problems have been listed as bellows:
1- Lack of educational courses- that caused women Retardation from society and democracy
2- Lack of Electricity – caused a lot of problems
3- Lack of Health Clinic – caused being far from having healthy health,
4- Lack of schools – caused being uneducated girls and women.
5- Lack of saloon for women gathering like Fateha that creates problem for them
From below problems lack of Educational courses has been selected their main problem and they have said that the people of village should stand up and find solutions for it
DSAWCO team suggested for them that they girls who graduated from 14th class should teach others with low fee, it would stop them for being uneducated at primary level
