Kabul Residents, Press Release

Government should be responsive, and has to provide basic services to residents

27 Aug, 2017

Kabul, Afghanistan

After 3 decades of war, Afghanistan people were very optimistic about the new political and construction process. The new constitution and billions of foreign aid was the hope for a better life for Afghanistan people.

Based on article (6) of Afghanistan constitution, “government has to build a welfare society based on social justice, equality, democracy, human rights, and equality among all ethnics and tribes across the country”. Also in another section of constitutions there is an article in which, providing security is an essential task of the government. Unfortunately lack of security, unemployment, caused that thousands of Afghans leave to Europe.

Kabul as capital city should be the symbol of peace, development, and equality, but recent insecurity and explosion in a mosque that killed 138 innocent people raises the concerns of people and shows that the government has nothing to do with the insecurity.

Citizens are not only expect government to accomplish its duty for making a welfare state, but also feel responsibility to cooperate with government. Meanwhile they expect the government to be responsive in term of accomplishing its duty.

ACEP program is designed to ensure extend the participation of civil society and citizens in terms providing recommendation and influencing in process of policy making, monitoring the government’s activities to advocate for political reform.

Civil society institutions in region and capital Kabul has six components of public outreach programs:

  • Campaign against human smuggling,
  • Good governance,
  • Disabled rights,
  • Conflict resolution, peace, and reconciliation,
  • Access to justice, with focus on law execution organizations including judiciary system, and police,
  • Women empowerment with focus on social, and economic empowerment,

DSAWCO as a partner organization of the project, has conducted social dialogue in Kabul and districts such as Paghman, and Shakardara. In addition to these programs, DSAWCO has conducted civil educational programs in 2017.

Based on our social dialogue, together with the villagers we have recognized their social problems, and provided recommendations. To follow up the recommendation, we have formed advocacy groups in which female and male member are working together. Advocacy groups in Kabul are 25 people including social influential figures, civil activists, university lecturers, youth, and district wise representatives.

The problems we found are the most and premier issue in the context of village and city, which should be solved by government.

The top five problems of residents in Kabul, Paghman, and Shakardara are listed below:

  • Lack of standard schools, and professional teachers,
  • Lack of dust bins
  • Lack of drinking water in Kabul and districts,
  • Lack of proper road connecting Kabul to districts,
  • Lack of equipped clinics,

Kabul residents have found the key issues and solutions. They also have prepared their advocacy plan which requires the close cooperation of media  to share with government and public.

The next program would be a symbolic advocacy program, meeting with relevant authorities, to make the government responsive in terms of their responsibility.

Its worth mentioning that Kabul residents are ready to have close cooperation with government to solve the social issues pointed above, and ask the government to follow their problems seriously and do not neglect the basic rights of its citizens.

Kabul residents will continue their advocacy programs. They believe that civil participation and media cooperation is the   key to reach the expected result.
