Kabul province is located in central zone of Afghanistan. Its center is Kabul City which is the capital of the country. Paghman District which is also known as district 14 is one of the districts of Kabul province. Most its residents are Sunni sect and Pashtun descend.

The main problem of the residents of this district was a proper place for garbage. It was a big cause of concern for the people. To solve it, they were trying to find a proper solution for the problem.

According to the saying of most residents, especially Mr. Mir Baha-uudin, Counsil Chairman for reconstruction of Paghman: increased garbage and lack of places to throw away the garbage has caused the environment of paghman to lose its natural scenery and fragrance.
